Sheff Wed Confronts a 'Significant Problem', States New Football Authority

'Our role is integral to football's future' - independent football regulator David Kogan

Sheffield Wednesday's current difficulties are seen as a "major concern" and the independent regulator is looking to gain the ability to investigate clubs in such situations, the newly appointed chairman the official has stated.

During an extensive discussion, Kogan, who was recently selected, expressed "sympathy" towards the club's followers.

The regulator engaged with four supporter groups associated with the South Yorkshire club this week.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on five separate occasions, including in September.

"Evidently Wednesday represents a major concern for the league and a significant problem for football," the chairman stated.

"Wednesday stands as one of the great brands for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will permit us to bring Wednesday and comparable cases brought to our attention if they require examination and acted upon."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the Thai businessman indicated in the summer he would be open to selling the club at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in March and May resulted in restrictions being imposed by the league officials in summer, preventing the club from carrying out any recruitment activities for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where people are committed to a community organization that has existed throughout their lifetimes in multiple situations.

"I have absolute sympathy for the club's situation, as I do for every team that over recent decades have faced collapse, or nearly ceased operations, for causes separate from the supporters."

Inquired if the oversight body could require an chairman to relinquish a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the regulator clarified that compelling proprietors to divest clubs would be considered the final option and the authority would rather to work with them.

"Our least desirable course of action is commence engagement with an individual club, an individual owner, without being in a position to cooperate with that owner to try and resolve the problems affecting the organization and the owner's facing," the chairman stated.

"However, realistically, when you look back over the history of football, over the past few decades there have been certain proprietors, not many, but particular people who have shown negligence in the way which they've been managing their clubs and ultimately refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged representatives from 110 clubs to lay out the remit of the authority recently and stated it constituted a "progressive gathering" with a "high level of engagement" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished necessary will vanish rapidly," Kogan said.

"And that's what nobody wants in the terms of English football is a major achievement - we must maintain momentum.

"There's an enormous amount of money flowing into the game and has been invested for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I'm absolutely committed to the achievement and development as an economic entity of the elite league.

"I of all people understand the concern of undermining the division as a high-quality offering of the nation. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a significant confidence."

Partisan Associations

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in 2020.

The 68-year-old provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the chairman stated.

"I am no longer involved in any form of political activity."
